Subject: Request for Information regarding disclosure within Central Office Code requests

On 30 October 2023, the Commission imposed an interim measure requiring the Canadian Numbering Administrator (CNA) to limit the assignment of geographic central office (CO) codes. The purpose of this measure is to conserve and maximize the use of available telephone numbers. Canadian carriers who require additional CO codes beyond planned levels must apply to both the CNA and the Commission, justifying their need for additional resources.

Since implementation the interim measure, the Commission has received multiple requests from telecommunications service providers (TSPs) seeking Commission approval for additional CO code. These requests are available on the public record of Telecom Notice of Consultation 2023-92.

In reviewing these requests, Commission staff has identified inconsistencies among TSPs regarding which information is designated as confidential and what is disclosed on the public record.

As a result, Commission staff is exploring the establishment of common and consistent disclosure practices for future CO code requests submitted to the Commission.

As a TSP that has filed CO code requests under the interim measure, Commission staff seeks your views on the following statement:

Recognizing that certain information contained within CO code requests necessary to the effective assessment of such requests may be of a sensitive commercial nature and be filed in confidence, TSPs seeking approval from the Commission for additional CO codes in accordance with the interim measure should, at a minimum, publicly disclose:

  1. The province(s) and/or territory(ies) where the additional CO codes will be used; and
  2. The quantity of CO codes requested per province and/or territory. 

Recipients of this letter are to provide their response by 14 May 2025. All responses, whether in support or in opposition of the above statement, must include proper rationale.
