Subject: Request for Information – Part 1 Application by Bell Canada opposed to 1000283696 Ontario Inc. and Mauser Property Management for access to 203 Mausser Avenue, Kitchener, Ontario

Dear Philippe Gauvin and Alisha Thakkar,

This letter sets out a request for information (RFI) regarding Bell Canada’s (Bell) Part 1 application for access to the multi-dwelling unit (MDU) located at 203 Mausser Avenue, Kitchener, Ontario. The MDU is owned by 1000283696 Ontario Inc and managed by Mausser Property Management.      

Pursuant to section 37 of the Telecommunications Act (the Act), the Commission may require any person to submit information that is necessary for the administration of the Act. Bell and 1000283696 Ontario Inc. are required to provide a response to the attached questions by 29 May 2025, serving their response on the other party by the same date. Bell and 1000283696 Ontario Inc. will have until 9 June 2025 to comment on the RFI responses. These comments must be limited to only the new information provided in the RFI responses.

As set out in section 39 of the Act, and in Broadcasting and Telecom Information Bulletin CRTC 2010-961, Procedures for filing confidential information and requesting its disclosure in Commission proceedings, persons may designate certain information as confidential. A detailed explanation on why the designated information is confidential and why its disclosure would not be in the public interest must be provided, including why the specific direct harm that would be likely to result from the disclosure would outweigh the public interest in disclosure. In addition to the confidential version, an abridged version of the document omitting only the confidential information must be filed or reasons why an abridged version cannot be filed must be provided.

Request for Information – Questions for 1000283696 Ontario Inc.

  1. Provide a complete update on the ongoing negotiations with Bell to reach an access agreement to the MDU, including:
    1. details and evidence (if available) of discussions held, progress in negotiations and issues resolved and remaining;
    2. 1000283696 Ontario Inc.’s position on the remaining issues to be negotiated.
  2. Clarify what 1000283696 Ontario Inc. specifically means by a "wireless solution" as mentioned in its submission starting at paragraph 12 of its Answer. Additionally, provide any specific requirements or features that are expected from this solution.
  3. Explain why 1000283696 Ontario Inc. prefers a wireless solution? Is it necessary? If so, why is it necessary?
  4. Provide a list of all telecommunications service providers (TSP(s)), including 1000283696 Ontario Inc. if applicable, that have telecommunications equipment installed in the MDU or that provide telecommunications services to the residents in the MDU.
  5. For each TSP(s) identified in question 4, clarify whether their services are provided through a wireless or wireline solution.
  6. Provide any additional information or details that may be useful to the Commission in considering this file.

Request for Information – Questions for Bell

  1. Provide a complete update on the ongoing negotiations with 1000283696 Ontario Inc. to reach an access agreement to the MDU, including:
    1. details and evidence (if available) of discussions held, progress in negotiations and issues resolved and remaining;
    2. Bell’s position on the remaining issues to be negotiated.
  2. In paragraph 35 of its Reply, Bell states the following:

    “...[¨W]e hereby confirm that Bell’s Wireless-to-the-Home service is not available for the MDU’’.

    Clarify why Bell is unable to provide a wireless solution for the MDU.

  3. If Bell cannot provide a wireless solution for the MDU, explain if there are other possible solutions to limit the footprint of Bell’s facilities and wiring in the MDU.
  4. Provide any additional information or details that may be useful to the Commission in considering this file
