Subject: Part 1 application by Bell Canada – Adapting the regulatory framework for mobile primary exchange service (PES) – Request to serve a copy of the application on certain organizations by 20 May 2025

Dear Philippe Gauvin,

The Commission received a procedural request dated 21 April 2025 regarding Bell Canada’s above-noted Part 1 application. In the procedural request, Marc Nanni raised the concern that members of the Deaf and hard-of-hearing communities may not be aware of Bell Canada’s application.

Given the nature of Bell Canada’s application, which touches on mobile primary exchange service (PES) delivery and associated obligations (including obligations related to Message Relay Service), the input of the Deaf and hard-of-hearing communities is particularly relevant.

Accordingly, Commission staff requests that Bell Canada serve a copy of its Part 1 application on the following organizations by 20 May 2025:

Consequently, interested persons will have until 19 June 2025 to submit comments, and the reply period will close on 30 June 2025.

The Commission is committed to ensuring that its processes are accessible and fair for all stakeholders and that the record of this proceeding reflects the perspectives of the Deaf and hard-of-hearing communities. Commission staff appreciates Bell Canada’s cooperation in this matter.
