Dear Sandy Bain,
We are writing to inform you of the Commission’s decision regarding your request for the approval of additional central office (CO) codes to be assigned to Access Communications Co-operative Ltd. (Access Communications). Your original request, received on 12 January 2025 was for 15 CO codes; you subsequently amended your request to 13 CO codes through correspondence with staff on 28 January 2025. Your requested was made on the basis that Access Communications’ July 2023 Numbering Resource Utilization Forecast submission did not include certain Saskatchewan communities to which Access Communications can now provide telephone services.
On 30 October 2023, the Commission imposed an interim measure requiring Canadian carriers who require additional CO codes beyond planned levels to apply to both the Canadian Numbering Administrator and the Commission, justifying their need for additional resources. This measure is designed to conserve and maximize the use of available telephone numbers.
Having considered your request for additional numbering resources against factors outlined in the interim measure, the Commission is satisfied that it is justified, on the basis that:
Access Communications intends to employ the 13 requested CO codes to provide competitive telephone services in new exchanges;
Access Communications is not in possession of unused numbering resources from previous assignments which can be used instead; and
Your request will not significantly advance phone number exhaust.
Based on the above, the Commission grants Access Communications 13 additional CO codes in Saskatchewan.
