Subject: Follow-up to Telecom Notice of Consultation 2023-56 - Review of the wholesale high speed access framework– Supplemental Requests for Information – Deficiencies in SaskTel responses
This letter addresses deficiencies with respect to the responses that Saskatchewan Telecommunications (SaskTel) filed in confidence in response to the Commission’s requests for information (RFIs) set out in the Commission staff letter dated 3 March 2025, as part of the proceeding initiated by Telecom Notice of Consultation 2023-56.
Commission staff has reviewed the RFI responses that SaskTel filed and is of the view that some of the responses are deficient as there are instances where SaskTel provided incomplete or partial responses.
Commission staff therefore requests that SaskTel file complete answers to the relevant RFIs, as set out in Attachment 2 to this letter, by 29 May 2025. Commission staff is continuing its analysis of the RFI responses and further requests may be forthcoming.

Deficiencies to RFIs
Commission staff requests that SaskTel provide the information requested below.

- Refer to the document titled “SaskTel_CRTC_1_Att1_CONF” for Rate Bands A through G and provide the data requested in row 65, titled “Locations Build In-Year” and row 66 titled “Locations Build To-Date”.

- As outlined in the Request for Information (RFI), SaskTel identified the customer service technician as the resource that installs and tests the Optical Network Terminal (ONT). The RFI further requested that SaskTel provide all calculations and supporting documentation on how these costs are included in the economic study.
- Commission staff requests that SaskTel provide all calculations and supporting documentation, such as information on the customer service technicians’ hourly labour rates, time estimates, and activities. Further, include assumptions on the percentage of installs that require site visits versus those that don’t require site visits and how and where in the economic study and the proposed rates for these costs are captured.
