Subject: Part 1 Application for the Review and Variance of Telecom Decision 2025-225 – Request for Stay of Implementation Date

In Telecom Decision 2025-225 (the Decision), the Commission mandated that telecommunications service providers (TSPs) notify the Commission and other government authorities of major service outages. The Decision establishes a 4 November 2025 implementation deadline for most aspects of the new outage reporting framework.

On 7 October 2025, several TSPs (the Applicants) filed a Part 1 Application to Review and Vary Telecom Decision 2025-225 (the Review and Variance application). The R and V application concerns, among other things, the Applicants' ability to meet implementation deadlines set out in the Decision, as well as proposals to address operational challenges and ensure an efficient implementation of the notification framework.

In this circumstance, the Commission wishes to complete its consideration of the Review and Variance application before the TSPs implement the mandated notification requirements. Therefore, the Commission temporarily suspends the 4 November implementation deadline.

The Commission will set a new implementation deadline as part of its decision on the Review and Variance application. The existing interim outage reporting requirements, set in Telecom Notice of Consultation 2023-39, will remain in place to ensure that appropriate authorities are still notified of major outages, until a new implementation deadline for the final requirements is established.
