Subject: Bell Canada Inc. (Bell) – Part 1 Application Regarding Rogers Communications Canada Inc.’s (Rogers) Application of its End-User Specification Change Charge

Dear Philippe Gauvin and Howard Slawner:

The Commission is considering the above-referenced Part 1 application (the Application), filed by Bell on 7 July 2025.

Section 37 of the Telecommunications Act (“the Act”) provides that the Commission may require Canadian carriers or any person to file information or documents that the Commission considers necessary for the administration of the Act.

Bell is requested to submit its response to the attached question by 12 January 2026. In addition to filing its response with the Commission, Bell must also serve a copy on Rogers, Teksavvy Solutions Inc. (Teksavvy), and Quebécor Média Inc. (Québecor). Any party to this proceeding or interested person will have until 19 January 2026 to comment on the RFI answers and may file comments limited to only the new information provided in the responses.

Section 39 of the Act and Broadcasting and Telecom Information Bulletin CRTC 2010-961 provide that persons may designate certain information submitted to the Commission as confidential. A detailed explanation of why the designated information is confidential and why its disclosure would not be in the public interest must be provided, including why the specific direct harm that would be likely to result from the disclosure would outweigh the public interest in its disclosure.

If you file a document containing confidential information, an abridged version of the document omitting only the confidential information must also be filed with the Commission; alternatively, reasons why an abridged version cannot be filed must be provided. Only the abridged version of the document will become part of the public record and will be posted on the CRTC website.

Request for Information (RFI)

To Bell

  1. The Application states that:

    1. Shaw Communications Inc. (Shaw) began charging a $5 fee for each TPIA disconnection as of 1 December 2023; and
    2. Rogers has been charging a $5 fee for each TPIA disconnection (no commencement date specified in the Application).

    Provide:

    1. Supporting documentation that Shaw commenced charging Bell the $5.00 Specification Change Charge for disconnections of Bell’s retail end-users from Shaw’s network on 1 December 2023; and
    2. The date that Rogers commenced charging Bell the $5.00 Specification Change Charge for disconnections of Bell’s retail end-user customers from Rogers’ TPIA network. Include supporting documentation.
  2. Provide the total amount that Shaw charged Bell for disconnections of Bell’s end-user customers from Shaw’s network, commencing from 1 December 2023.
  3. Provide the total amount that Rogers (excluding Shaw) charged Bell for disconnections of Bell’s end-user customers from Rogers’ network up to and including the date of this RFI, and commencing from:

    1. the date requested in Question 1.ii above; and
    2. the date 150 days prior to 22 January 2024 (i.e., 25 August 2023).
