Subject: Request to extend the filing deadlines of the requests for information dated 28 November 2025 in support of monitoring the CRTC’s wholesale HSA framework
On 28 November 2025, Commission staff issued a letter setting out requests for information (RFIs) to support the Commission’s monitoring of the wholesale HSA framework established in TRP 2024-180, as well as Telecom Decision 2025-154.
On 2 December 2025, Bell Canada submitted a request to extend the filing deadline of questions 3 and 6 until 15 January 2026 and the remaining questions until 27 February 2026.
Bell Canada indicated that the scope of information requested is extensive and will require sustained effort from multiple internal business teams, which would be particularly challenging over the holiday period. Bell Canada indicated that, without such an extension, they would not be able to provide fulsome, complete, and accurate responses.
Cogeco Communications Inc. (Cogeco), Rogers Communications Canada Inc. (Rogers), Bragg Communications Inc (Eastlink) Eastlink, Saskatchewan Telecommunications (SaskTel), and Québecor Media Inc. (Québecor) filed letters in support of Bell Canada’s request, indicating that the filing deadlines for all parties should be extended for similar reasons.
Commission staff considers it is reasonable to extend the filing deadlines for all parties in order to ensure fulsome and complete responses to the information requested in support of the CRTC’s monitoring activities.
Accordingly, the filing deadlines for questions 3 and 6 are revised to 15 January 2026 and the deadlines for the remaining questions are revised to 27 February 2026.
