Subject: Request for Information and Disclosure of Documents - Broadcasting and Telecom Notice of Consultation 2025-274-2

Dear Mr. Nanni,

Canadian Radio-television and Telecommunications Commission (CRTC) staff is in receipt of your letters dated 25 May 2026 and 26 May 2026 requesting information and disclosure of documents for Broadcasting and Telecom Notice of Consultation 2025-274-2, Call for comments – Improving customer awareness of the Commission for Complaints for Telecom-television Services Inc. – Reinstating the proceeding with changes to procedure (the Proceeding). CRTC staff also acknowledges receipt of the Commission for Complaints for Telecom-television Services (CCTS) reply dated 8 June 2026 in which it responds to your requests.

Specifically, you requested that the following documents be placed on the public record of the Proceeding:

  1. The current, complete CCTS Participation Agreement, including all schedules, appendices, and amendments.
  2. The CRTC enforcement letter described in paragraph 77 of CRTC 2016-102, which is provided to non-participant TSPs to inform them of the mandatory participation requirement and the possibility of enforcement action.
  3. All public awareness compliance audit reports conducted by the CCTS since 2016, including any reports that identify non-compliant providers, the nature of the non-compliance, and the steps taken to remedy it.

In their response, the CCTS argued that the requested documents are not necessary to understand the subject matter of the Proceeding for the following reasons:

CRTC staff has reviewed each of the three requests from Mr. Nanni and the response from the CCTS and consider that matters related to bringing non-participating Service Providers into compliance with the participation requirement or the CCTS’ compliance and enforcement activities are out of scope of the Proceeding. The Proceeding focuses strictly on changing the service provider notification requirements and the requested materials are not necessary to enable to CRTC to reach a full and satisfactory understanding.

Therefore, CRTC staff considers that this information requested is not needed as part of the public record for consideration in the Proceeding.

A copy of this letter will be available on the record of the Proceeding.
