Subject: Procedural Request by the Canadian Union of Public Employees Regarding the Application by TVA Group Inc. - 2026-0033-7
Dear Nathalie Blais,
Thank you for your letter dated 30 March 2026, filed on behalf of the Canadian Union of Public Employees (CUPE), regarding the Part 1 application submitted by TVA Group Inc. (TVA) for its station CFCM-DT Québec (Application 2026-0033-7).
In that letter, CUPE requests that two letters of support be added to the public record of TVA’s application: one from the Mayor of Québec City and the other from the Mayor of Lévis, in support of CUPE’s intervention dated 19 March 2026. You argue that, because these municipalities are the two largest communities served by TVA Québec’s station (CFCM-DT), their position on maintaining the station’s local programming is a matter of public interest.
On 1 April 2026, Quebecor Media Inc., on behalf of TVA, opposed this procedural request. TVA objects to the filing of the two letters on the grounds that they were submitted after the close of the intervention period and without the exceptional justification required under the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure (the Rules).
The purpose of this letter is to inform you of the Commission’s decision regarding this procedural request.
The Commission considers that adding the two letters to the record is justified in the public interest, as they set out the views of two major communities served by TVA Québec’s station. The Commission also notes that, in its application, TVA did not provide any analysis of the impact that reducing the station’s local programming and locally reflective news requirements could have on its audience in the Québec City region. The letters of support filed by CUPE therefore add an important perspective to the record.
Accordingly, pursuant to section 7 of the Rules, the Commission approves CUPE’s procedural request to add the two letters to the public record of TVA’s application. TVA will have a five-day reply period in which to respond.
A copy of this letter and the related correspondence will be placed on the public record of this proceeding.
