Subject: Application regarding unreasonable barriers to MVNO eligibility and refusal to provide mandated service by TELUS Communications Inc. – Procedural request to consider new information

Dear Mr. Basra,

In a letter received on 23 April 2026, Every-Day Computers Inc. (EDC) requests that the Commission consider new information in its deliberations on the above-mentioned Part 1 application and take whatever steps it considers appropriate.

Staff notes that EDC’s Part 1 application relates to the eligibility of EDC for the mandated wholesale facilities-based Mobile Virtual Operator (MVNO) access service, whereas this new information concerns its eligibility to the mandated wholesale roaming service. As these are different services with different eligibility criteria, staff considers that these are entirely separate issues.

Should EDC want the Commission to rule on its eligibility for the mandated wholesale roaming service, staff is of the view that it should file a separate Part 1 application.

In the meantime, rest assured that the Commission is working diligently on EDC’s above-mentioned Part 1 application.
