The Commission is in receipt of a Part 1 application (‘’application’’) from ISP Telecom inc. (‘’ISP Telecom’’) dated 19 December 2025. 

In addition to the content of your application and the public record that will result from this proceeding, Commission staff would like a better understanding of the context and activity of ISP Telecom. Therefore, please provide responses to the information requested in the attachment by June 1, 2026. The response is to be received, and not merely sent, by that date.

Your response will be placed on the public record. As set out in section 39 of the Telecommunications Act, persons may designate certain information as confidential.

A person designating information as confidential must provide a detailed explanation on why the designated information is confidential and why its disclosure would not be in the public interest, including why the specific direct harm that would likely result from the disclosure would outweigh the public interest in disclosure. Furthermore, a person designating information as confidential must either file an abridged version of the document omitting only the information designated as confidential or provide reasons why an abridged version cannot be filed.

Appendix: RFI Questions

Please repeat the question when providing your answer.

  1. In its application, ISP Telecom states that “Our mobile operations have been vigorously tested and, with the exception of WLNP functionality, are ready for retail launch” (emphasis added). Please describe the nature of the retail wireless services you are planning to offer. For example, do you plan to offer services to the broader consumer market, the business market, or a mix of both?
  2. Please indicate the geographic locations where you will be able to offer retail wireless services as a full MVNO. In other words, please indicate where in Canada your underlying RAN provider has network coverage.
  3. According to ISP Telecom’s website, two of your business lines are “Local Number Portability” and “DID”. Please confirm whether this means that your company generates revenue by selling or porting telephone numbers to third parties including other service providers? If yes, for the 2025 calendar year please indicate how many numbers you sold in this way and how much revenue it generated for your company.   
  4. In your application, you have indicated that: 1) your mobile operations have been vigorously tested and, with the exception of WLNP functionality, are ready for retail launch (paragraph 11); and 2) that were no technical or process impediments to allowing ISP telecom to perform WLNP as a Full MVNO (paragraph 22). Should the Commission direct the CLNPC to accept ISP Telecom, in its capacity as a Full MVNO, as a member, describe the extent of the work (process development, hardware and software update, testing, etc.) that would be required for ISP Telecom to be able to offer WLNP.
  5. At paragraph 23 of your submission, you have indicated that that “ISP telecom’s RAN provider is unable to perform WLNP on ISP Telecom’s behalf while ISP Telecom otherwise operates as a Full MVNO via its own mobile core.” Please indicate who ISP Telecom’s underlying RAN provider is and elaborate on why it is not able to perform WLNP on ISP Telecom’s behalf.
  6. In its intervention, Telus submits (at paragraph 21) that full-MVNOs should be granted NPAC access and perform wireless number porting, provided that they are subject to the same obligations and responsibilities as other providers (i.e. wireless carriers) that have direct access.  Provide comments on this proposal.
