Subject: Harmonized deadline to file an expanded report addressing the Commission’s requests set out in Telecom Decision 2025-225 and Telecom Decision 2026-87

Dear Ryan Anstey and Nicolas Pierre,

We are writing to inform you of the Commission’s decision regarding your 6 February 2026 and 14 May 2026 correspondences.

In Mandatory notification and reporting of major telecommunications service outages,Telecom Decision CRTC 2025-225, 4 September 2025 (TD 2025-225), the Commission requested that the Emergency Services Working Group (ESWG) file a report by 4 March 2026 that includes recommendations for processes that 9-1-1 network providers should follow to notify Public Safety Answering Points (PSAPs) of major 9-1-1 service outages for both Next-Generation (NG9-1-1) networks and legacy 9-1-1 networks, in accordance with the definitions and regulatory requirements set out in that decision.

In the ESWG’s 6 February 2026 correspondence, it requested that the report deadline be extended from 4 March 2026 to 12 June 2026. The ESWG submitted that it required additional time to complete its review of several considerations, particularly those surrounding devices unable to complete 9-1-1 calls, the interaction with Policy Routing Rule invocation, and harmonization with third-party operators.

On 13 May 2026, the Commission issued CISC Emergency Services Working Group – Report ESRE0098b – Next-Generation 9-1-1 Reliability, Resiliency, and Security Best Practices and Standards, Telecom Decision CRTC 2026-87 (TD 2026-87), in which it requested, among other things, that the ESWG:

  1. Assess, as part of the report to be filed pursuant to TD 2025-225, whether email remains the most efficient and effective tool for notifying 9-1-1 call centres of mass 9-1-1 service outages, and provide a recommendation in that regard; and
  2. Present, by 13 August 2026, a notification process pertaining to breaches or breach attempts of all NG9-1-1 systems that process and/or store sensitive data pertaining to 9-1-1 calls and/or callers.

In light of the additional requests in TD 2026-87, the ESWG indicated it would not be able to provide a complete report by 12 June 2026. As such, in its 14 May 2026 correspondence, the ESWG requested that it be given a harmonized deadline of 13 August 2026 to file an expanded report addressing all of the Commission’s requests set out in TD 2025-225 and TD 2026-87.

The Commission has reviewed the ESWG’s 14 May 2026 request and finds it reasonable given the timing of the publication of TD 2026-87 and the additional requests set out therein. The Commission is of the view that a harmonized deadline of 13 August 2026 would be more administratively efficient for all parties.

Accordingly, the Commission approves the ESWG’s 14 May 2026 request for a harmonized deadline of 13 August 2026 to file an expanded report addressing all of the Commission’s requests set out in TD 2025-225 and TD 2026-87. The ESWG’s 6 February 2026 request is consequently superseded.
