Subject: Persona Communications Inc. Tariff Notice 10 – Revised Tariff Pages – LIR Designation and Corrections – Competitor Services – Reclassification as a Competitor application
Dear Marielle Wilson:
The Commission received an application dated 28 April 2026 from Bragg Communications Inc., on behalf of Persona Communications Inc. (Persona), carrying on business as Eastlink (Eastlink), proposing changes to Item 4 – Local Network Interconnection of Section 1300 of its General Tariff, CRTC 21281.
Eastlink submitted this tariff filing as a Group B filing. Commission staff is of the view that the application is not a Group B filing as defined in Approval processes for tariff applications and intercarrier agreements, Telecom Information Bulletin CRTC 2010-455-1, 19 February 2016. In that information bulletin, the Commission stated that Group B applications consist of retail and CLEC tariff applications that do not belong to Group A, and are not associated with service destandardization and/or withdrawal. Commission staff is of the view that given that this application pertains to a competitor service and is not a retail or CLEC tariff application, processing it as a Group B application would not be appropriate.
For efficiency, the Commission will process this application as a Competitor tariff filing rather than close the file and require the company to refile it as a new application. As such, interested parties may file interventions within 30 calendar days of the date of this letter, and Eastlink may file reply comments within 10 calendar days of the deadline for filing interventions. Accordingly, the application will take effect as of the date of publication of the Commission’s related decision.
