Dear Marc Nanni,
Thank you for your application dated 14 April 2026, which requests that the Commission review and vary Telecom Decision CRTC 2026-8 (the Decision). This letter is to inform you of the Commission’s decision regarding your application.
As you know, your application focused on the Commission’s determination that “[service coverage data at the 250-meter road-segment level by provider, technology, and speed] is essential for Canadians to understand what broadband Internet and mobile services are available in their homes and in their communities”. In your application, you submitted that this raises substantial doubt as to the correctness of the decision and that it may be misinterpreted because mobile coverage data at the 250-metre road-segment level is an outdoor coverage metric that does not indicate mobile service availability within homes and businesses.
The issue under consideration in the Decision was whether to disclose, as part of the Commission’s Annual Facilities Survey, coverage data at the 250-metre road-segment level by provider, technology, and speed. At paragraph 25 of the Decision, the Commission determined that it was in the public interest to disclose this data, as it provided information to the public on where broadband internet and mobile services are available in Canada. The focus of the Decision was not on technical parameters for measuring mobile wireless coverage or service availability. Rather, the Decision describes the type of information to be disclosed and released. Accordingly, the Commission dismisses your application, as it does not raise a substantial doubt as to the correctness of the Decision.
Issues raised in your application are important to the Commission and do fall within the scope of an ongoing proceeding: Call for comments – Mobile reporting standard, Telecom Notice of Consultation CRTC 2026-9, 15 January 2026. The Commission notes that you filed the application being discussed here as part of the record of that proceeding.
