Subject: Bell Canada Tariff Notice 7738 – Withdrawal and Part 1 - Forbearance of Schedule 3 and 3A Channels and Limited Distance Data Service
Dear Philippe Gauvin:
The Commission received an application dated 26 June 2026 from Bell Canada proposing changes to Item 4665 – Schedules 3 and 3A Channels and Item 4670 – Limited Distance Data Service (LDDS) of Bell Canada's General Tariff CRTC 6716.
Specifically, Bell Canada is proposing to withdraw Schedule 3 and 3A channels and LDDS (collectively, the Services) with an effective date of 30 November 2027. At the same time, Bell Canada is proposing that the Commission forbear from the regulation of the Services pursuant to section 34 of the Telecommunications Act in accordance with Part 1 of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure.
Commission staff advises that, due to the combined nature of the application, the two parts of the application will be considered together. Parties will have 45 calendar days to intervene on both the withdrawal and the Part 1 application, with a 10-day reply period, in accordance with the timelines associated with withdrawal applications set out in Approval processes for tariff applications and intercarrier agreements, Telecom Information Bulletin CRTC 2010-455-1.
