Subject: Nexicom Inc. Tariff Notice 54 – Update to Access Services Tariff and Introduction of a local service request rejection charge – Reclassification as a Group B application

Dear Julie Allison:

The Commission received Tariff Notice 54, dated 25 June 2026, from Nexicom Inc. (Nexicom), filed as a Competitor tariff application, in which Nexicom proposed to update its Access Services Tariff, CRTC 25381, to reflect the latest version of the competitive local exchange carrier (CLEC) model tariff approved in Updates to the competitive local exchange carrier model tariffs, Telecom Order CRTC 2025-234, 10 September 2025, and to introduce a local service request (LSR) rejection charge in Part E, Item 504 of its Access Services Tariff.

In Approval processes for tariff applications and intercarrier agreements, Telecom Information Bulletin CRTC 2010-455-1, 19 February 2016, the Commission stated that Group B applications consist of retail and CLEC tariff applications that do not belong to Group A and that are not associated with service destandardization and/or withdrawal. The Commission further indicated that Group B applications include those that propose or include the introduction of a new service or rate element, and that applications combining characteristics of Group A and Group B are to be filed as Group B applications.

Commission staff notes that the requested update of Nexicom’s CLEC tariff to reflect the approved CLEC model tariff constitutes a Group A application. However, Nexicom also requested to introduce a new rate element, namely the local service request (LSR) rejection charge, which constitutes a Group B application. Since the application combines Group A and Group B characteristics, Commission staff is of the view that the application should be processed as a Group B application rather than as a Competitor tariff application.

For efficiency, the Commission will process this application as a Group B application rather than close the file and require the company to refile it as a new application. Interested persons may file comments with the Commission, serving a copy on Nexicom, within 30 calendar days of the date the application was filed. The application will take effect as of the date of publication of the Commission’s related decision.

As well, this application, along with any associated subsequent revisions, will not be approved on an interim basis on the 15th calendar day following receipt. However, the Commission intends to make its decision regarding this application and any subsequent revisions within 45 business days of receipt of the filing.
