Pursuant to Public Notice CRTC 1991-30 dated 15 March 1991, the Commission approves, by condition of licence, the application to distribute the entire programming of CFTM-TV (TVA) Montréal, received via satellite from the CANCOM network, as part of the basic service of the undertaking, even though the local TVA affiliate, CFCM-TV Québec, provides identical programming.
In approving this application, the Commission has taken into account the report from the Department of Communications (DOC) confirming the weak signal reception of CFCM-TV Québec at the undertaking's head end.
The Commission notes the opposing intervention filed by Télé Inter-Rives Limitée, licensee of CIMT-TV Rivière-du-Loup. The intervener is of the view that the distribution of the CFTM-TV signal by the Saint-Bernard-sur-Mer undertaking would harm its interests by further fragmenting the television audience in the CIMT-TV viewing area. The Commission notes that, in its reply, the licensee pointed out that it is not required to distribute the extra-regional signal of CIMT-TV.
Approval of this application allows the licensee to offer a more reliable TVA network signal. The licensee has also confirmed that it will continue to distribute the signals of CFCM-TV and CIMT-TV.
