Call for comments – Improving the public alerting system – Changes to procedure

Procedural request

  1. On 27 January 2026, Mandy Maier, a graduate student at Mount Saint Vincent University, submitted a procedural request with the Commission, asking to have their research thesis, dated 19 November 2025, added to the record of the proceeding initiated in Telecom and Broadcasting Notice of Consultation 2025-180 (the proceeding) and to be made a party to the proceeding.
  2. While the research thesis does not address the specific matters within the scope of the targeted review in the proceeding, it relates to the National Public Alerting System in general. Since this research may be of interest to stakeholders in the public alerting ecosystem in Canada, the Commission adds Mandy Maier’s research thesis to the record of the proceeding for informational purposes.
  3. Given that the proceeding is in an advanced stage, and Mandy Maier did not demonstrate in their request why they were unable to participate in it, the Commission denies, by majority decision, their request to be made a party to the proceeding. The Commission thanks Mandy Maier for their interest in the proceeding and for their contribution to research on public alerting and encourages them to participate in future proceedings of interest.
  4. The Commission is satisfied that adding Mandy Maier’s research thesis to the proceeding’s record would be in the public interest. Accordingly, the Commission is reopening the record of the proceeding to issue requests for information from Commission staff to parties on certain topics related to the record of the proceeding. The associated Commission letter details that process and lays out the deadlines for the requests. During this period, these parties may also comment on Mandy Maier’s study if such comments are relevant to the issues within the scope of the proceeding.
