Annual Communications Pricing Survey

The Annual Communications Pricing Survey forms are issued to communications service providers who offered either Internet, or mobile phone services as of December 1 of the reporting period. These forms are assigned based on details captured in previous surveys and from the telecommunications service providers registration lists.

If your entity has provided the services listed above in Canada using landline and/or wireless facilities at any point during the previous year and has not received a request to submit data, please contact us for guidance using the online form.

Significant changes

A number of changes have been made to the Annual Communications Pricing Survey forms to simplify reporting requirements or to capture new information due to changes in the telecommunications industry. Below is a list of significant changes:

2025

Prices will continue to be collected as of December 1.

Residential Internet access service prices: Form 351 No changes.
Residential mobile services prices: Form 352

The number of urban cities has been reduced from 24 to 13.

The number of rural communities has been reduced from 55 to 13.

Three speed buckets have been added (100-149.9GB, 150-199.9GB, 250GB+).

2024

Prices will be collected as of December 1 instead of December 31.

Forms 350 and 353 Forms 350 and 353 (local telephone and video distribution) have both been suspended for this cycle.
Residential Internet access service prices: Form 351

The number of urban cities has been reduced from 24 to 13 and all cities/communities can be found in a single form.

Two speed buckets have been added (1500/15, 500GB and 2500/15, 500GB).

Select companies will be required to submit multiple forms by brand.

Residential mobile services prices (formerly Wireless service prices by service plans): Form 352

All cities/communities can be found in a single form.

Two speed buckets have been added (75GB and 100GB+).

Select companies will be required to submit multiple forms by brand.

Forms 351 Three new baskets of 200 Mbps downstream, 15 Mbps upstream, with 500 GB data per month; 500 Mbps downstream, 15 Mbps upstream, with 500 GB data per month; and 940 Mbps downstream, 15 Mbps upstream, with 500 GB data per month have been added.
2022

No changes.

2021

Kuujjuaq, Quebec has been added to the list of rural communities.

Form 352

Two new baskets with 20GB and 50GB of data with unlimited minutes and SMS will be collected.

For the ‘talk plan’, 1GB, 2GB and 5GB data plan baskets, both 3G and LTE prices must be submitted.

For the 5GB, 10GB, 20GB and 50GB data plan baskets, both LTE and 5G prices must be submitted.

Brand names must be entered for each location and basket.

The number of new plans will no longer be collected.

Form 351 The 5 Mbps downstream, 1 Mbps upstream basket has been replaced with a 100 Mbps downstream, 15 Mbps upstream, with 500 GB data per month basket.
Form 352

A new basket with10 GB of data with unlimited SMS and voice has been added.

The basket with 1 GB of data no longer has a requirement for minutes of voice or SMS.

The baskets with 1 GB, 2 GB, 5 GB, and 10 GB of data will henceforth be collected separately for LTE and non-LTE speed plans.

Changes in calendar year 2018
Form Changes
All Forms Starting with this data collection year, confidentiality will no longer be automatically granted with regard to the pricing forms. Confidentiality may be requested by the entities.
Form 352 Service baskets have been simplified to no longer include incoming/outgoing, peak/off-peak, on-net/off-net and long distance minutes. Only total voice minutes, SMS text messages, data amounts, and other recurring charges are taken into account.

Form 351 This form now tracks pricing in select urban and rural communities for the following internet services:
  • 5 Mbps downstream and 1 Mbps upstream
  • 25 Mbps downstream and 3 Mbps upstream with 100 GB of data per month
  • 50 Mbps downstream and 10 Mbps upstream with unlimited data per month
Form 352 This form now tracks pricing in select urban and rural communities for the following wireless services:
  • 150 minutes, no data
  • 450 minutes, 300 SMS and 1 GB of data per month
  • 1,200 minutes, 300 SMS and 2 GB of data per month
  • Unlimited minutes, unlimited SMS and 5 GB of data per month

Form 350 This form has been modified to remove bundling questions. These have been placed into form 355.
Form 352

This form has been modified to include a fourth wireless service basket.

The form also requires the identification of the mobile brand that corresponds to the price quoted in each of the service baskets.

The form was also modified to capture the number of new plans introduced in the reported year.

Form 353 This form has been modified to collect the number of channels in the lowest priced offering in each community.
Form 355 This form has been added to the survey to collect data on the availability and pricing impact of bundles on telecommunications and BDU services.
