Following a Public Hearing in Hull, Quebec on 1 May 1984, the Canadian Radio-television and Telecommunications Commission announces that it approves the application for a broadcasting licence for a French-language FM community radio station at Natashquan on the frequency 98.1 MHz, channel 251, with an effective radiated power of 8 watts. The Commission will issue a licence for a first local radio service, expiring 31 March 1989, subject to the conditions of licence specified in this decision and in the licence to be issued.
The Commission notes that this community station will receive funding from various sources. Consequently, it is a condition of licence that the licensee retain full control over all decisions concerning the management and programming of this station.
The Commission authorizes, as a condition of licence, the broadcasting of a maximum of six minutes per hour of commercial messages.
The Commission considers that this community FM radio station will provide an important first local radio service to residents of Natashquan and encourages the applicant to promote community interest in, and access to, the station for the development of programs that reflect the linguistic and social characteristics of the community.
The frequency approved by this decision is an unprotected frequency. Accordingly, the licensee will have to select another frequency for the operation of the station should optimum utilization of the broadcasting spectrum so require.
It is a condition of licence that construction of the station be completed and that it be in operation within twelve months of the date of this decision or such further period as the Commission may, upon receipt of a request for extension before the expiry of the said twelve months, deem appropriate under the circumstances.
