Decision

Ottawa, 11 September 1986
Decision CRTC 86-867
La Radio Communautaire CKNA Inc.
Natashquan, Quebec - 851979500 - 851977900
Following a Public Hearing in Sainte-Foy, Quebec on 16 June 1986, the Commission approves the application for authority to acquire the assets of CKNA-FM Natashquan owned by the Corporation de Développement communautaire des Cantons d'en Bas, and for a broadcasting licence to continue the operation of that undertaking.
The Commission will issue a special FM licence for community radio, Type A, to La Radio Communautaire CKNA Inc. upon surrender of the current licence. The licence will expire 31 March 1989, subject to the conditions specified in the licence to be issued.
In line with the Commission's policy statement on The Review of Community Radio (Public Notice CRTC 1985-194 dated 26 August 1985), it is a condition of licence that the advertising broadcast by the station be limited to a maximum of 250 minutes per day, up to a maximum of 1,500 minutes per week if the station broadcasts fulltime or otherwise 20% of the station's total broadcasting time.
The Commission approves the proposal to change the station's frequency from 98.1 MHz (channel 251) to 104.1 MHz (channel 281) and to increase the effective radiated power from 8 watts to 40 watts. These changes should enable the licensee to offer a better quality signal to Natashquan and area.
The Commission notes the licensee's commitment to broadcast 33 hours of local programming per week and encourages it to maintain an adequate level of local service. It also approves the proposal to rebroadcast the programs of CKAC and CITE-FM Montreal, received via satellite, in those periods during which it is not broadcasting local programming, in order to offset the community's isolation and its lack of available radio services.
