Pursuant to Public Notice CRTC 1985-235 dated 30 October 1985, the Commission approves the application to amend the licence for the broadcasting receiving undertaking serving Saint-Benjamin by increasing the maximum monthly subscriber fee from $6.90 to $11.00. This increase will offset the costs for the addition of The Nashville Network, WTBS-TV Atlanta, Georgia and WOR-TV New York, New York, which were authorized by the Commission on 22 October 1985 and will be distributed in unscrambled form on the basic band, in line with the provisions set out in Public Notice CRTC 1985-72. Accordingly, the fee increase granted herein may only be charged to subscribers, on a pro rata basis, at such time as the services noted above are provided to them.
In assessing this application, the Commission has taken note of the intervention submitted by Mrs. Noëlline Breton, to which was attached a petition of 68 signatures, opposing the proposed rate increase on the grounds that the predominantly French-speaking subscribers would not benefit from the new services noted above and requesting the licensee to improve the existing service before providing new services. It has also taken into account the licensee's reply which provided the results of an independent survey showing that approximately 70 % of subscribers oppose neither the addition of the aforementioned services nor the rate increase.
In addition, the Commission has taken into consideration the licensee's assertion that the problems associated with the reception of CBVT Quebec City should be solved when the CBC's new French-language rebroadcaster in Beauceville becomes operational which should be, according to CBC, no later than April 1986.
