Following a Public Hearing in Saskatoon on 20 February 1989, the Commission approves the application for a licence for a native-and English-language FM radio broadcasting transmitting undertaking at La Ronge on the frequency 89.9 MHz, channel 210, with an effective radiated power of 10 watts, to broadcast locally-produced programs.

The Commission will issue a licence to Missinipi Broadcasting Corporation expiring 31 August 1993, subject to the conditions specified in this decision and in the licence to be issued.

The applicant has indicated that the station will originate 12 hours of programming daily, of which half will be in Cree and half in English. In addition, this station will broadcast 4 hours per day of the applicant's network programming which originates from studios located in this community.

In view of the fact that this non-profit corporation will be supported in part by government loans or grants, the applicant is reminded that it should ensure that it retains at all times full control over all management and programming decisions.

The Commission also authorizes the applicant to make use of the Subsidiary Communications Multiplex Operation. The Commission expects the applicant to adhere to the guidelines set out in Appendix A to Public Notice CRTC 1989-23 dated 23 March 1989 entitled "Services Using the Vertical Blanking Interval (Television) or Subsidiary Communications Multiplex Operation (FM)".

It is a condition of licence that construction of this undertaking be completed and that it be in operation within twelve months of the date of this decision or, where the applicant applies to the Commission within this period and satisfies the Commission that it cannot complete implementation before the expiry of this twelve-month period and that an extension of this period is in the public interest, within such further period of time as is approved in writing by the Commission.
