Radio & Télévision Communautaire -Havre St-Pierre, Havre-Saint-Pierre, Quebec - 893646000
Following a Public Hearing in the National Capital Region beginning on 11 June 1990, the Commission approves the application for a broadcasting licence for a French-language FM community radio station at Havre-Saint-Pierre on the frequency 95.1 MHz, channel 236 with an effective radiated power of 50 watts. The licence will expire on 31 August 1995, and will be subject to the conditions specified in this decision and in the licence to be issued. This undertaking will produce 40 hours of local programming weekly and will rebroadcast CITE-FM Montréal programming the rest of the time.
In accordance with the licensee's proposal and the Commission's policy statement on The Review of Community Radio (Public Notice CRTC 1985-194 dated 26 August 1985), the Commission will issue a special FM licence for a Type A community radio station which will be operated in the Group I music format.
The Commission notes that this community station is owned and controlled by a non-profit organization whose structure provides for membership, management, operation, and programming primarily by members of the community at large.
It is a condition of licence that the applicant devote not more than 20% of the station's total broadcasting time to advertising, in accordance with the community radio policy for Type A stations.
The applicant's proposal with respect to the broadcast of foreground and mosaic programming does not fall within the criteria set out in the Commission's policy statement on The Review of Community Radio. As this small undertaking will serve an isolated community, the Commission authorizes the applicant to broadcast a weekly minimum of 9% of foreground programming and 33% of combined foreground/mosaic programming.
Morever, the Commission notes that the applicant's Promise of Performance does not contain a Canadian content commitment for category 6 music. In accordance with the FM radio policy, the Commission reminds the applicant that it is required, by condition of licence, to broadcast a minimum of 7% Canadian content in category 6 music.
It is a condition of licence that the licensee adhere to the provisions of the Canadian Association of Broadcasters' Broadcast Code for Advertising to Children, as amended from time to time and approved by the Commission.
