Following a Public Hearing in the National Capital Region beginning on 11 June 1990, the Commission approves the applications for licences for English-language television broadcasting transmitting undertakings at Kingfisher Lake and Rat Portage to rebroadcast, on channels 11 and 33 respectively with a transmitter power of 5 and 20 watts respectively, the programs of the Ontario Provincial Legislative Assembly, received via satellite.

The Commission will issue licences to The Ontario Educational Communications Authority (TVOntario) expiring 31 August 1992, subject to the conditions specified in this decision and in the licences to be issued. This term will enable the Commission to consider the renewal of these licences at the same time as that of TVOntario's licence for the carriage of the Ontario Provincial Legislative Assembly.

With respect to the Kingfisher Lake undertaking, the Department of Communications has advised that the undertaking will have a transmitter power of 5 watts, rather than the 20 watts originally proposed by TVOntario.

It is a condition of each licence that construction of the undertaking be completed and that it be in operation within six months of the date of this decision or, where the applicant applies to the Commission within this period and satisfies the Commission that it cannot complete implementation before the expiry of this period and that an extension is in the public interest, within such further period of time as is approved in writing by the Commission.
