At a Public Hearing in the National Capital Region held on 28 May 1991, the Commission considered the applications by Edmundston Radio, Limited for authority to carry on French-language FM radiocommunication distribution undertakings at Clair and Saint-Léonard to rebroadcast the programs of CJEM Edmunston, New Brunswick.
In accordance with Public Notice CRTC 1991-63 entitled New Broadcasting Act-Amendments to Classes of Licence, the Commission approves the applications and amends the licence of CJEM, the originating station, by authorizing the licensee to establish radiocommunication distribution undertakings at Clair and Saint-Léonard.
The Clair undertaking will operate on frequency 95.1 MHz (channel 236) with an effective radiated power of 15.9 watts and the Saint-Léonard undertaking on frequency 104.3 MHz (channel 282) with an effective radiated power of 13.4 watts.
This approval is subject to the requirement that construction of these undertakings be completed and that they be in operation within twelve months of the date of this decision or, where the licensee applies to the Commission within this period and satisfies the Commission that it cannot complete implementation before this period and that an extension is in the public interest, within such further periods of time as may be approved in writing by the Commission.
Should the Commission refuse to approve an extension of time requested by the licensee, the authority granted shall lapse and become null and void upon termination of the last approved extension period.
The Commission acknowledges the supporting interventions filed by the Village of Clair and the Town of Saint-Léonard.
