Pursuant to Public Notice CRTC 1991-66 dated 26 June 1991, the Commission denies the application to amend the broadcasting licence for CIKI-FM Rimouski by deleting the condition of licence imposed in Decision CRTC 86-1127 dated 26 November 1986, requiring that the licensee not solicit local advertising in the Baie-Comeau market and the surrounding areas served by local stations.
The Commission has received interventions opposing this application from Radio Côte-Nord Inc., licensee of station CHLC Baie-Comeau, and from the Chambre de commerce de Baie-Comeau. The interveners argued that the advertising revenue available in the Baie-Comeau market would not sustain a competing radio station. In view of the above and because the applicant has not demonstrated that approval of its application would not unduly affect CHLC, the only local radio station in Baie-Comeau, the Commission is not prepared to delete the existing condition of licence.
