Licence renewal for CJFX
Pursuant to Public Notice CRTC 1993-136 dated 5 October 1993, the Commission renews the broadcasting licence for CJFX Antigonish from 1 September 1994 to 31 August 1997, subject to the conditions in effect under the current licence, as well as to those conditions specified in the licence to be issued.
This term will enable the Commission to consider the renewal of this licence at the same time as that of other radio stations in the area.
The Commission reaffirms the particular importance it attaches to the development of Canadian talent and notes the licensee's proposed direct expenditure commitment of $12,545 for this purpose. However, the Commission advises the licensee that several commitments totalling $2,895 do not qualify as direct expenditures for Canadian talent initiatives. These expenditures include $1,200 for the purchase of cassettes and compact discs; $75 for the Antigonish Highland Games; $250 for the Antigonish Junior Bulldog Hockey Club; $680 for the Youth Maintenance Program; $75 for the St. Francis Xavier University Football Program; $25 for the Antigonish Aquanauts Swim Club; $350 for the Antigonish Cultural Diversity Program "Faces of Our Community"; $75 for the St. Francis Xavier University Basketball Program; $65 for the Bantam "A" Baseball and Midget Basketball; and $100 for the Nova Midgets Hockey Club Program.
The Commission encourages the licensee to continue its efforts, during the new licence term, towards the support, development and on-air exposure of local and regional talent.
Consistent with Decision CRTC 90-880 dated 12 September 1990, the Commission expects Atlantic Broadcasters Limited to adhere to its commitment not to solicit additional commercial revenue from businesses in Sydney or from the industrial area of Cape Breton.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. It encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
