Licence amendment
Pursuant to Public Notice CRTC 1994-16 dated 17 February 1994, as amended by Public Notice CRTC 1994-16-1, the Commission denies the application to amend the broadcasting licence for CJMM-FM Rouyn-Noranda, for the purpose of increasing the effective radiated power of its transmitter CJMM-FM-1 La Sarre from 46.8 watts to 3,000 watts. The licensee also submitted an application for a change in transmitter site, which does not require Commission approval.
Radio Nord Inc., licensee of CKLS La Sarre, filed an intervention opposing the proposed increase in power. The intervener argued that in light of its station's poor financial situation, the future of the station could further be jeopardized should a drop in listenership and in advertising revenues occur as a result of an increase in power for CJMM-FM-1.
The Commission shares the view that the power increase proposed by Radiomutuel Inc. could negatively impact on CKLS. However, it has no objection to the modified contours of CJMM-FM-1 implied in the change of transmitter site. Should this change result in a partial loss of the station's present coverage area, the Commission would be disposed to consider an application for technical amendments that would allow the licensee to correct the situation.
The Commission acknowledges the interventions submitted by the Municipality of La Sarre, the Abitibi-Ouest Regional County Municipality (RCM), the Lions Club of Dupuy, the Carrefour La Sarre Inc. and the Abitibi-Ouest Chamber of Commerce in support of the application.
