The Commission will hold a public hearing commencing on 1 November 1994, at the Sheraton Landmark, 1400 Robson Street, Vancouver, British Columbia, to consider the following:
TELEVISION LICENCE RENEWALS -
ISSUES OF INTEREST AND CONCERN
With regard to applications for the renewal of (television) programming undertaking licences, the Commission will review the performance of each licensee with particular attention to the commitments, concerns, expectations and conditions of licence in their past renewal decision and the policies of the Commission.
The Commission will also review each licensee's plans for the new licence term beginning 1 September 1995 with particular attention to the proposed contribution to the market served and to the Canadian broadcasting system. The issues the Commission intends to address include, but are not limited to, the following:
i) The means by which the licensee proposes to reflect the needs and concerns of the community they serve through both news and non-news programming, including initiatives to ensure an accurate reflection of ethnic, cultural and linguistic minorities within the community served.
ii) Evaluation of Canadian programming development incentives, particularly the success to date, and therefore the continued applicability, of the current Canadian programming expenditure formula as it pertains to the quality of Canadian programming being acquired and produced relative to the sums of money generated and invested through the formula.
iii) The licensee's plans for the development and broadcasting of attractive Canadian entertainment programs, with particular attention to drama, documentary and children's programs.
iv) The licensee's proposed expenditures on Canadian programs and, in particular, its proposed expenditures on Canadian entertainment programs (Categories 7,8 & 9) and Canadian programs directed to children (ages 2 - 11).
v) The financial forecast of each licensee for the new licence term with particular attention to the market's advertising potential as well as trends in the growth of programming and other expenses.
vi) The policies of each station with respect to employment equity, sex-role portrayal, violence on television and advertising directed to children, as well as other societal concerns such as the needs of the hearing impaired.

PROPOSED FEE
The applicant proposes to charge a basic monthly fee of $17.50 with an additional fee of $5.25 for extended services and $18.50 for a movie package.
For Class 2 licensees that have less than 2,000 subscribers, the basic monthly fee is not regulated pursuant to the Cable Television Regulations, 1986.
