Licence renewal
Following Public Notice CRTC 1996-56 dated 17 April 1996 and Decision CRTC 96-520 dated 27 August 1996, the Commission renews the Class 2 (fewer than 2,000 subscribers) licence held by Coopérative Inter Câble de St-Isidore, for the cable distribution undertaking serving part of the township of Sagard, from 1 December 1996 to 31 August 2003.
As a consequence of amendments to the Cable Television Regulations, 1986 (the regulations) announced in Public Notice CRTC 1994-7 dated 3 February 1994, the operation of this Class 2 cable distribution undertaking with fewer than 2,000 subscribers is now regulated pursuant to Parts I, III and IV of the regulations, with the exception of the requirements stipulated in section 23.
Therefore, no further action is required with respect to the licensee's request to continue to act as a Part III licensee and to be relieved from section 23 of the regulations.
Consistent with Decision CRTC 93-154 dated 17 May 1993, the licensee is relieved, by condition of licence, of the requirement of section 22 of the regulations
to distribute the priority services of CKRT-TV (SRC) Rivière-du-Loup, CFRS-TV (TQS) Jonquière and CIVB-TV-1 (STQ) Grand-Fonds.
In addition, the Commission approves, by condition of licence, the licensee's request to be relieved of the requirement of section 22 of the regulations to distribute the priority services of CIVV-TV (STQ) Chicoutimi, CKRS-TV (SRC) and CJBR-TV (SRC) Jonquière. The Commission notes that the licensee will continue to distribute instead the CBC French-language television service and the STQ and TQS services received via satellite.
The Commission received two interventions in opposition to the above request for exemption. The Commission has considered the interveners' comments as well as the licensee's reply thereto. In view of the techical report provided by the Department of Industry confirming that the quality of these signals is not reliable, the Commission is satisfied that approval of the exemption is justified in the circumstances.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Imple-mentation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity
issues in its hiring practices and in all other aspects of its management of human resources.
This decision is to be appended to the licence.
