The licensee will distribute the signal CKRT-TV (SRC) Rivière-du-Loup, Quebec on the basic band, a local station affiliated to the CBC French-language television network. The licensee also undertakes to continue the distribution of CJBR-TV (SRC) Rimouski on the basic service.

-  by increasing the effective radiated power from .28 to 394 watts;
-  by changing the frequency from 90.1 MHz to 97.3 MHz; and
-  by relocating the transmitter to a new site located 300 metres west of Kuujjuaq.
The applicant states that these changes will improve the service at Kuujuuaq.

The licensee proposes to distribute instead the signal of CIVB-TV-1 (SRTQ) Grand-Fonds, Quebec, an extra-regional station.
The licensee states that the signal is of poor quality.
