Licence renewal
1.  Following Public Notice CRTC 1997-38 dated 16 April 1997, the Commission renews the licence held by Coopérative de câblodistribution St-Fabien-de-Panet, for the cable distribution undertaking serving Saint-Fabien-de-Panet, from 1 September 1997 to 31 August 2003.
2.  The licence term granted herein, while less than the maximum of seven years permitted by the Broadcasting Act (the Act), will enable the Commission to consider the next licence renewal of this undertaking in accordance with the Commission's regional plan and to better distribute the workload within the Commission. This term is not reflective of any Commission concern regarding the licensee's performance.
3.  The operation of this undertaking is regulated pursuant to Parts I, III and IV of the Cable Television Regulations, 1986 (the regulations) and the licence will be subject to the conditions in effect under the current licence, as well as to those conditions specified in this decision and in the licence to be issued.
4.  The Commission approves the licensee's request with respect to section 22 of the regulations. Accordingly, the licensee is relieved, by condition of licence, of the requirements of paragraphs 22(1)(a) and 22(1)(b) of the regulations to distribute the priority programming services of CBVT-5 (SRC) Saint-Fabien-de-Panet, a local signal, and CFAP-TV (TQS) Québec, a regional signal. The licensee is authorized to distribute instead the signal of the CBC French-language television service, received via satellite, and CFJP-TV (TQS) Montréal, also received via satellite.
5.  It is a condition of licence that, for community programming and any other programming of a service that it originates, the licensee adhere to the guidelines on the depiction of violence in television programming set out in the Canadian Association of Broadcasters' Voluntary Code Regarding Violence in Television Programming, as amended from time to time and approved by the Commission.
6.  In accordance with subsection 22(1) of the Act, this renewal is subject to the issuance of a Broadcasting Certificate by the Department of Industry.
7.  The Commission draws the licensee's attention to subsection 22(4) of the Act which provides that any broadcasting licence issued, amended or renewed in contravention of section 22 of the Act is of no force or effect.
This decision is to be appended to the licence.
