The Commission received an application by My Toronto Line Inc. (MTL) dated 14 July 1997 for an exemption from contribution for Centrex services.

1. In a letter dated 14 July 1997, MTL registered as a reseller of services provided by Bell Canada (Bell). MTL provided an affidavit dated 25 June 1997 supporting a contribution exemption application for circuits used for the provision of single-hop Centrex services in Toronto. The affidavit affirmed that the services for which an exemption is requested are used solely to provide local or single-hop services.
2. By letter dated 30 July 1997, Bell noted that the Centrex system identified in MTL's affidavit is not yet in service. Bell submitted that the application by MTL should be treated as a request for advance approval of an exemption. Bell stated that advance approval of a contribution exemption appears appropriate. Bell also submitted that final approval should be subject to the receipt of a revised affidavit affirming the actual arrangements when the system is installed.
3. The Commission notes that MTL's affidavit meets the Commission's evidentiary requirements for an exemption from contribution.
4. In light of the foregoing, the Commission orders that:
MTL's application for single-hop Centrex services is given advance approval effective the date of installation, subject to the receipt of a revised affidavit affirming the actual arrangements when the Centrex system is installed.
