    Changes to the technical parameters of the transmitter at Rouyn-Noranda

    1.  The Commission approves the application to amend the broadcasting licence of the FM radio programming undertaking at Val d'Or, approved in Decision CRTC 98-106 dated 7 April 1998, by changing the technical parameters of the transmitter at Rouyn-Noranda, as follows:

    ·  by changing the frequency from 98.3 MHz (channel 252A) to 95.7 MHz (channel 239C); and

    ·  by increasing the effective radiated power from 862 watts to 26,100 watts.

    2.  The Commission notes that these changes are required because of technical problems discovered during testing.

    3.  The Commission authorizes the licensee to operate the undertaking on the basis of the contours and particulars resulting from the above-mentioned changes.

    4.  The Commission has considered the opposing intervention filed by Radiomutuel inc. and is satisfied with the licensee's reply to the intervener. The Commission is of the view that the requested technical amendments will allow Radio Nord inc. to offer a better service to its listeners and will not have any undue impact on either Radiomutuel inc.'s listeners or its advertising revenues.

    5.  The Department of Industry has advised the Commission that this application is conditionally technically acceptable. The Department will only issue a Broadcasting Certificate once it has determined that the proposed technical parameters will not create any unacceptable interference with aeronautical NAV/COM services.

    6.  In accordance with section 22(1) of the Broadcasting Act, the above-mentioned amendment will only be valid when the Department of Industry certifies to the Commission that its technical requirements have been met and that a broadcasting certificate has been or will be issued.
