PRINCE RUPERT CITY TELEPHONES - 1998 CARRIER ACCESS TARIFF

I INTRODUCTION

1.In Regulatory Framework - Prince Rupert City Telephones, Telecom Decision CRTC 98-5, 4 May 1998 (Decision 98-5), the Commission approved an interim 1998 Carrier Access Tariff (CAT) of $0.0503, effective 1 January 1998, for Prince Rupert City Telephones (City Tel).

2.In Decision 98-5, the Commission stated its intention to issue a public notice initiating a proceeding to finalize the 1998 CAT after City Tel filed its 1998 Phase III/CAT revenue requirement forecast.

3.By letter dated 27 October 1998, City Tel filed its 1998 Phase III results and CAT calculation.

4.The Commission hereby initiates a proceeding to finalize City Tel's 1998 CAT.

5.In this proceeding, the Commission will consider the following issues:

i) City Tel's 1998 Phase III results and proposed final 1998 CAT;

ii) The Phase III assignment of certain expenses, such as billing, customer records, postage, bill printing, and centralized mail remittance related to cellular and terminal activities, as identified in Decision 98-5, paragraph 50; and

iii) The treatment of any surplus in the Network Cellular and/or Terminal broad service categories in the calculation of the company's contribution requirement, as identified in Decision 98-5, Section IV, Part B.

II 1998 FILING REQUIREMENTS

6.Pursuant to the procedures set out in Section III of this Public Notice, City Tel is directed to file:

i) 1998 Phase III results including the Surplus/Shortfall and Average Net Investment Base statements;

ii) 1998 toll minutes;

iii) Proposed final 1998 CAT calculation including the contribution requirement and direct toll components; and

iv) Proposed final 1998 CAT tariff pages.

7.In a separate letter issued on this date, interrogatories were addressed to City Tel.

III PROCEDURE

8.Parties wishing to participate in this proceeding must notify the Commission of their intention to do so by writing to the Secretary General, CRTC, Ottawa, Ontario, K1A 0N2, Fax: 819-953-0795, by 26 May 1999. Parties are to indicate in the notice their Internet email address, where available. If parties do not have access to the Internet, they are to indicate in their notice whether they wish to receive disk versions of hard copy filings. The Commission will issue a complete list of parties and their mailing addresses (including Internet email addresses if available), identifying those parties who wish to receive disk versions.

9.City Tel is directed to file the information indicated in paragraph 6 of Section II of this Public Notice, serving copies on all parties, by 2 June 1999.

10.City Tel is also directed to file responses to the interrogatories addressed to it, as noted in paragraph 7 of Section II, serving copies on all parties, by 2 June 1999.

11.Parties may file comments with the Commission on any matter raised in this proceeding, serving copies on all other parties, by 16 June 1999.

12.City Tel may file reply comments, serving copies on all parties, by 23 June 1999.

13.The record of this proceeding may be examined, or will be made available promptly upon request, at the CRTC offices at the following addresses:
