Bell Canada - Proposal to publish approved tariff pages on its Internet site

The Commission has received an application under Tariff Notice 6406 from Bell Canada (Bell) dated 16 November 1999, proposing to replace its tariff Subscription service (paper service) with a public, no charge service, available through the company's Internet site at www.bell.ca.

Bell intends to maintain an updated copy of the more widely subscribed to and distributed tariffs on the Internet, i.e., General Tariff, National Services Tariff, Exchange Services Tariff and Access Services Tariff. Over the next several months, Bell intends to add other tariffs on its Internet site. As tariffs are made available, the company plans to update the rates for its tariff subscription service.

Under its proposal, Bell would no longer maintain a list of subscribing parties.

Bell stated that publishing its tariff pages on its Internet site would allow the company to make its tariffs available for public viewing as well as provide an efficient and timely distribution for updates/changes to tariff pages. Bell noted that all existing tariff subscriptions customers are business customers.

Bell also intends to provide a rebate proportional to the time remaining on their subscription/renewal to those customers who have subscribed or renewed their subscription to specific tariffs.

Bell is of the view that the requirement of Article 12 of the CRTC Tariff regulations can be met by publishing its tariffs on its web site.

Subsection 12(1) of the CRTC Tariff Regulations states:

Every regulated company shall publish its tariffs as a subscription service and shall furnish a complete set of its tariffs or part thereof to any interested person on a subscription basis.

Comments received prior to the issuance of this public notice will form part of the record of this proceeding.

Interested parties may submit comments on Bell's application by 10 February 2000.

Bell may submit any reply comments by 25 February 2000.
