Our File Number: 8645-B2-01/00 Re: Bell Canada - Application to modify intercorporate transactions reporting denied On 12 May 2000, Bell Canada filed an application in accordance with Part VII of the CRTC Telecommunications Rules of Procedure requesting that the Commission update and modify the intercorporate transactions, policies, rules and procedures applicable to the company. Bell Canada requested a directive dispensing with the requirement for the company to include, in its intercorporate transactions reports, itemized lists of assets and expenses broken out into causal costs (or other valuation) and the amount and percentage of contribution. The company proposed instead that it report total intercorporate transactions by affiliate, showing one amount for "total receipts" and another for "total payments". The company also stated that during the current price cap period it would continue to provide the Commission with copies of all contracts and agreements relevant to the reported transactions. Bell Canada also requested a directive dispensing with the requirement to report any transactions between both the Utility segment of Bell Canada and its integral affiliates, and those affiliates of BCE Inc. which are not direct or indirect subsidiaries of Bell Canada Holdings Inc. Call-Net Enterprises Inc. and TELUS Corporation filed comments on the application.
The Commission concludes it is inappropriate to consider changes to Bell Canada's financial reporting, including intercorporate transactions, in isolation. Rather, any such changes should be examined in the context of an examination of Bell Canada's overall financial reporting obligations. The upcoming price cap review will provide a forum for examining the suitability of all of the company's financial reporting requirements. Yours sincerely,
