Interconnecting circuits with trunk-side access

The Commission received an application by TELUS Communications Inc. (TCI), dated 30 September 2004, to revise item 270, Interconnecting Circuits with Trunk Side Access, of its Carrier Access Tariff in order to remove the reference to the recovery charge for equal access (EA) start-up costs associated with long distance service.

The Commission received no comments with respect to the application.

In a letter dated 7 August 2003 entitled Staff opinion on the termination dates of the equal access start-up cost recovery charge of the incumbent local exchange carriers, Commission staff considered that the implementation date of the EA tariff in each incumbent local exchange carrier territory is the appropriate commencement of the 10-year amortization period.Accordingly, Commission staff considered it appropriate to terminate the EA start-up recovery tariff on the 10-year anniversary of the implementation date of the EA tariff.

The Commission notes TCI's submission that the recovery of EA start-up costs ended on 31 October 2004, and consequently requested the same effective date for its withdrawal.

The Commission approves TCI's application. The revisions take effect as of the date of this Order.
