CFRH-FM Penetanguishene - Technical change

  The Commission approves the application by La Clé d'la Baie en Huronie, Association culturelle francophone to change the authorized contours of its radio station CFRH-FM Penetanguishene.

 

The application

The Commission received an application by La Clé d'la Baie en Huronie, Association culturelle francophone to change the authorized contours of the radio programming undertaking CFRH-FM Penetanguishene, by increasing the effective radiated power (ERP) from 4,493 watts to an average ERP of 8,600 watts, by increasing the antenna height and by relocating the transmitter from Penetanguishene to Blue Mountain, west of Collingwood.

The licensee stated that the proposed changes would improve CFRH-FM's signal quality to better serve listeners residing in Barrie, Borden and Angus.

 

Interventions

The Commission received several interventions supporting the application and an intervention from Saul Chernos. Saul Chernos raised concerns related to interference, in particular, that an increase in CFRH-FM's ERP would result in an increase in adjacent channel interference to CKLN-FM Toronto, owned by CKLN Radio Incorporated.

The applicant did not reply to this intervention.

 

Commission's analysis and determination

5. In its evaluation of the application, the Commission has considered the views of the applicant and of the intervener. The Commission is satisfied that this amendment is in the public interest as it will serve to improve the signal reception quality of CFRH-FM. The issue of interference raised by the intervener will be examined by the Department of Industry (the Department) at the time it considers the issuance of a broadcasting certificate.

Accordingly, the Commission approves the application by La Clé d'la Baie en Huronie, Association culturelle francophone to change the authorized contours of the radio programming undertaking CFRH-FM Penetanguishene, by increasing the ERP from 4,493 watts to an average ERP of 8,600 watts, by increasing the antenna height and by relocating the transmitter from Penetanguishene to Blue Mountain, west of Collingwood.
7. The Commission notes that these technical changes will increase significantly the station's authorized contour and that the power increase will change the CFRH-FM transmitter from Class B to Class C1.
8. The Commission reminds the licensee that, pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department notifies the Commission that its technical requirements have been met, and that a broadcasting certificate will be issued.
