Dear Mr. Palmer:

Re: Tariff Notice No. 6870 - Local Access for Wavelength Select

On 6 May 2005 , Bell Canada filed Tariff Notice No. 6870 (TN 6870) requesting Commission's approval of the proposed service, effective 20 May 2005 .

In its tariff notice, the company has not explicitly identified and justified whether the proposed customer specific arrangement (CSA) is Type 1 or Type 2 as directed by the Commission in Bundling framework developed for customer-specific arrangements , Order CRTC 2000-425, 19 May 2000 .   Nor has the company provided a copy of the contract associated with the proposed CSA consistent with the Commission's directives in Review of Bell Canada 's customer-specific arrangements filed pursuant to Telecom Decision 2002-76 , Telecom Decision CRTC 2003-63, 23 September 2003 .   Moreover, a comprehensive description with respect to the arrangements being proposed has not been provided in the application.   Consequently, this application is closed.

Sincerely,
