Re: Rogers Cable Communications Inc PIC/CARE Access Customer Handbook (Version 1.0

On 7 June 2005 the Commission received a Part VII application from Rogers Cable Communications Inc. (RCCI) for approval of its PIC/CARE Access Customer Handbook.  

In its cover letter RCCI indicated that its PIC/CARE Access Customer Handbook is based on the Model PIC/CARE Access Customer Handbook approved by the Commission in Telecom Decision 2003-80 CRTC Interconnection Steering Committee - Consensus items 26 November 2003 .   RCCI did not indicate that there were any deviations from the Model PIC/CARE Access Customer Handbook.

Examination of RCCI's PIC/CARE Access Customer Handbook by Commission staff found the following deviations from the Model PIC/CARE Access Customer Handbook:

  • Section 1.6 - added by RCCI;

  • Section 5.1 - removal by RCCI of last item, local migration, in listing of end-customer initiated local service activity; and

  • Appendix B - removal by RCCI of transaction codes 20-70, 20-71, and 23-70 that apply to PIC carryover during local migration.

The Model PIC/CARE Access Customer Handbook has been developed and agreed to by industry members of the CISC and subsequently approved by the Commission.   Commission staff note that RCCI did not indicate in it is application that it is proposed PIC/CARE Access Customer Handbook deviated from this model or provide justification for such changes.   Consequently this application is closed.

The Commission is open to examining a new application from the company that follows the Model PIC/CARE Access Customer Handbook.
