Dear Mr. Armstrong :

Re: SaskTel Tariff Notice 92 - Rate Group Classification

On 17 August 2005 , the Commission received Tariff Notice 92 from SaskTel proposing revisions to its General Tariff - Basic Services item 100.10, Rate Group Classification.   In its application, the company indicated that Beauval Mission had fallen below the required criteria of a stable population of 30 and therefore, no longer qualified for Island Base Rate Area (IBRA) status.

Removal of IBRA status would result in the application of mileage charges to some, if not all, of the company's customers in Beauval Mission.   As such, Commission staff considers it appropriate to allow 45 days, from the date of application, for customers to comment on the company's application prior to the Commission making its determination.

In addition, in its letters to the affected customers, the company included a general statement indicating that mileage charges apply to rural customers outside of the Base Rate Area, but did not identify what the specific charges would be.   Commission staff considers that the company should provide this information to its customers as soon as possible.

Commission staff, therefore, notifies the company that the Commission will issue its determination on this application once the record is closed.

Yours sincerely,
