Re: Proceeding to reassess certain aspects of the local forbearance framework established in Decision 2006-15, Telecom Public Notice CRTC 2006-12 - Show cause re: Aggregating and publishing of certain information

In the proceeding initiated by Public Notice 2006-12, Proceeding to reassess certain aspects of the local forbearance framework established in Decision 2006-15, Telecom Public Notice CRTC 2006-12, 1 September 2006, Commission staff issued interrogatories to various parties with respect to information, including market data, relating to the local services market.

It is proposed that the market data, aggregated on a national level, as referenced below, be placed on the public record and, hence, be available to parties for the purposes of their submissions in this proceeding:  

  • actual and forecast total Network Access Services (NAS) and NAS-equivalents (connections) and associated revenues, separately for business and residence and for Incumbent Local Exchange Carrier (ILEC) and non-ILEC service providers;
  • actual average percentage of telephone numbers that were ported into non-ILECs' local exchange services, averaged across non-ILEC service providers based on connections, separately for business and residence; and
  • actual average monthly churn rates, averaged across non-ILEC service providers based on connections, separately for business and residence.

If a company considers that the above aggregated information should not be placed on the public record, it is required to show cause, by 28 September 2006 , why this should not be done.

All submissions must be actually received, not merely sent, by this date.
