In this notice, the Commission publishes a list of transfers of ownership and changes in the effective control of broadcasting undertakings that it has authorized during the period 1 March 2006 to 30 April 2006 pursuant to its streamlined procedure.
The Commission has a streamlined procedure for its consideration of applications involving transfers of ownership and changes in the effective control of broadcasting undertakings. Under this procedure, and on a case-by-case basis, the Commission may approve such an application without first having issued a public notice provided that:
a) its examination of the application reveals the presence of no significant policy concern; and
b) the Commission is convinced that approval would be consistent with its approvals of previous applications.
Where these two conditions are met, the Commission is generally satisfied that a process initiated by a public notice is not required in the public interest, and would unnecessarily delay implementation of the transaction contemplated by the applicant.
In the appendix to this public notice, the Commission publishes a list of transfers of ownership and changes in the effective control of broadcasting undertakings that it has authorized during the period 1 March 2006 to 30 April 2006 pursuant to its streamlined procedure.

Ownership applications authorized by the Commission during the period 1 March 2006 to 30 April 2006
Ownership change affecting Seaside Communications Inc., licensee of a broadcasting distribution undertaking serving Glace Bay, Nova Scotia, through the transfer of all the shares of the parent corporation Seaside Investments Limited, from Mr. Irving Schwartz to Irving Schwartz Family Trust.
Change in the ownership and control of HTB Canada Inc. (HTB Inc.), licensee of the national Category 2 specialty programming undertaking HTB Canada, through the acquisition by Mr. Slava Levin of 49.5% of HTB Inc., and subsequent transfer of control from Ms. Ciornaja to HTB Inc.'s board of directors.
