  Applications by Christian Channel Inc. to amend the licences of television programming undertakings CHNU-TV (CHNU) Fraser Valley, British Columbia, and CIIT-TV (CIIT) Winnipeg, Manitoba.
  The licensee proposes to replace the condition of licence in Broadcasting Decision CRTC 2008-71, issued 31 March 2008, relating to advertising and solicitation, which reads:
 

"The licensee shall not broadcast more than 12 minutes of advertising material per hour, including solicitation. For clarification purposes, this condition applies to all regular programming as well as all brokered or 'paid to air' programming."

  with the following condition:
 

"The licensee shall not broadcast more than 12 minutes of solicitation per hour and all advertising material per hour, including solicitation, shall not exceed the advertising limits set out in subsection 11(1) of the Television Broadcasting Regulations, 1987. For clarification purposes, this condition applies to all regular programming as well as brokered or 'paid to air' programming."

  The licensee states that by gaining the advertising flexibility that the Commission has already granted to other conventional services in Broadcasting Public Notice CRTC 2007-53, Determinations regarding certain aspects of the regulatory framework for over-the-air television, issued 17 May 2007, CHNU and CIIT would be better able to compete for audiences, serve their local communities, and invest in the production and exhibition of Canadian programming.
