CKJF-FM Québec – Technical change

  The Commission denies the application by Sortir FM inc. to amend the broadcasting licence for the French-language tourist information radio programming undertaking CKJF-FM Québec in order to the station’s frequency and to increase its effective radiated power.
 

Introduction

The Commission received an application by Sortir FM inc. to amend the broadcasting licence for the French-language tourist information radio programming undertaking CKJF-FM Québec in order to change the frequency from 90.3 MHz (channel 212LP) to 106.9 MHz (channel 295A1) and to increase the effective radiated power (ERP) from 16 to 100 watts. The proposed power increase would change CKJF-FM Québec’s status from that a low-power, unprotected service to that of a regular Class A1 service.

The licensee indicated that the frequency change is necessary given the approval set out in French-language FM radio station in Montmagny and transmitter in Saint-Fabien-de-Panet, Broadcasting Decision CRTC 2008-224, 26 August 2008 (Broadcasting Decision 2008-224), in which the Commission authorized Guy Simard, on behalf of a corporation to be incorporated (Guy Simard), to use frequency 90.3 MHz in Montmagny. Further, the change in status of the station to a regular Class A1 service that would be the result of the power increase would permit the long-term development of CKJF-FM and a return on the investments made for the operation of the station.

The Commission did not receive any interventions with respect to this application.
 

Commission’s analysis and determinations

The Commission received comments evaluating this application from the Department of Industry (the Department). However, the Commission notes that the Department’s comments are based on an increase of the maximum ERP to 250 watts (average ERP of 51 watts) with a directional antenna. This does not correspond to the technical parameters proposed by the applicant in its current application.

Further, the technical brief that the licensee submitted clearly demonstrates that the proposed technical parameters – an effective radiated power of 100 watts with an omnidirectional antenna – could potentially cause interference with the signal of CHLN-FM Trois-Rivières, which operates at 106.9 MHz (channel C1). In addition, given the limited number of available frequencies in the Québec market, the Commission is particularly concerned that the technical certification obtained from the Department is for the exact parameters proposed by the applicant.

Accordingly, in the absence of technical certification from the Department based on the technical parameters proposed by the applicant, the Commission denies the application by Sortir FM inc. to amend the broadcasting licence for the French-language tourist information radio programming undertaking CKJF-FM Québec to change the frequency from 90.3 MHz (channel 212LP) to 106.9 MHz (channel 295A1) and to increase the ERP from 16 to 100 watts.

The Commission reminds the licensee that given that the Commission authorized Guy Simard to use frequency 90.3 MHz in Montmagny in Broadcasting Decision 2008-224 and given that the licensee currently operates an unprotected FM low-power service on this frequency, it will have to cease using frequency 90.3 MHz as soon as Guy Simard is ready to commence the operation of its station.
