Dear Mr. Allard:

Re: Application 2011-1213-5 – CKRD-FM Red Deer, Alberta

This is in reference to the application submitted by Touch Canada Broadcasting (2006) Inc. for a technical amendment to the broadcasting licence for the radio programming undertaking CKRD-FM Red Deer to modify the technical parameters of its transmitter by increasing the effective radiated power (ERP).

Section 28(1)(a) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure provides that the Commission may request parties to file information, particulars or documents where needed.

Please provide the following information:

1. In Broadcasting Decision CRTC 2009-761, the Commission approved the application by Touch Canada Broadcasting (2006) Inc. (the general partner) and 1188011 Alberta Ltd. and Touch Canada Broadcasting Inc. (the limited partners), carrying on business as Touch Canada Broadcasting Limited Partnership (Touch Canada) for a broadcasting licence to operate a new FM, CKRD-FM Red Deer.

Please confirm if CKRD-FM is still owned and operated under the partnership agreement.  If affirmative, please confirm that Touch Canada Broadcasting (2006) Inc. has filed the above-noted application on its behalf, as the general partner, and on behalf of 1188011 Alberta Ltd. and Touch Canada Broadcasting Inc. (the limited partners), carrying on business as Touch Canada Broadcasting Limited Partnership (Touch Canada).

2. In section 4.3 of the application form, Touch Canada Broadcasting (2006) Inc. has responded “Yes”, but has however not provided Appendix D with supporting documentation.

As section 4.3 indicates:

“You must submit documents supporting the technical issues to be solved (such as complaints and/or signal quality measurements and/or realistic contours as appendix D to this application form.”

Please provide appropriate documentation for section 4.3.

The information requested herein should be received by the Commission no later than
12 September 2011, failing which, your application may be returned to be completed and resubmitted with the Commission should you wish to pursue this proposal.

A copy of this letter and all related correspondence will be added to the public record of the proceeding.
