RE: Tariff Notice 7323 – High Definition Serial Digital Video Channel Service

Dear Sirs,

On 22 August 2011, the Commission received an application by Bell Canada under Tariff Notice 7323 in which the company proposed changes to its Special Facilities Tariff (SFT) to introduce Item D83 – High Definition Serial Digital Video Channel Service (HD SDI service). The company has indicated that its application is a Group B retail tariff filing.

On 30 August, TELUS Communications Company (TCC) filed comments on Bell Canada’s application. TCC requested that the Commission not dispose of Bell Canada’s application until the Commission issues its determination on TCC’s Part 1 application filed on 12 August 2011 in relation to Bell Canada’s offering of HD SDI service (TCC’s Part 1 application). On 1 September 2011, Bell Canada filed its reply comments.

Today, the Commission approved Bell Canada’s application on an interim basis, effective 6 September 2011.

In light of the intervention of TCC in this proceeding, the Commission will not render its decision with regards to final approval of the tariff within 45 business days of its reception. The Commission expects to render its decision on or shortly after the date the Commission’s issues its decision on TCC’s Part 1 application. Consistent with the Commission’s service objectives, this determination can be expected within four months of the close of record of TCC’s Part 1 application.
